How to apply UDID card and Disability Certificate?

Activities avoided, experiences excluded, food forbidden, milestones unmet, and many such challenges and obstacles are faced by the special need kids, not out of their choice though. These hindrances can hit some families hard and will look at these as a tragic destination, while some would want to seek help and guidance that is needed to convert the weakness into amazing strengths.
Though every special need kid is unique and every family is different, there are some common links that are sought upon especially in terms of care, academics, jobs, and independent bright future. Here are some guidelines to facilitate these -

Disability Certificate -It’s a document that certifies the type and extent of the holder’s disability. It's issued by a medical board constituted in certain government hospitals. It can be issued by a government hospital after filling up a form and getting checked by a board of doctors and therapists. Delhi government has distributed the area zone wise. One should apply in the hospital which falls in your zone.

Who can apply for the disability certificate? -Any person suffering from disabilities mentioned in RPWD Act 2016 is eligible to apply for a disability certificate. However, when the medical board does the evaluation – the certificate is issued only to those who fulfill any of the following criteria:
• Mental Handicap criteria- 35%
• Orthopedic Handicap criteria- 40%
• Deaf handicap criteria- 90 db & 100 db
• Visual Impairment criteria: 90%

UDID Card - Unique Disability ID is an identity card issued to all disabled persons. Its also called Swavlamban Card. It has many benefits for the government as well as the PWDs.
Process of Obtaining a UDID - According to the new guidelines issued by MSJE , one can fill the registration form on the website of the same ministry to get the disability certificate directly. Once you get registered, you will be called for a medical test by your nearest recognized government hospital. Based on the consent of the medical authorities the ministry will provide you with a unique identity card. It is applicable universally unlike the former certificate and has more value than the former one.

• Free travel in state transport buses.
• Loan for starting own business
• Subsidized prosthetic aids and assistive devices like a wheelchair.
• Group insurance for government employees with disabilities.
• Unemployment allowance
• Incentive for eye donors.

Rights and Entitlement -  (RPWD 2016)
• Reservation in higher education not less than 5%.
• Reservation in government jobs not less than 4%.
• Reservation in the allocation of land, poverty alleviation schemes not less than 5%
• Every child with a benchmark disability will have the right to free and compulsory education in the age range of 6 to 18 years.
• Government funded as well as recognized educational institutions will have to provide inclusive education to children with disabilities.
• For strengthening the Prime Minister’s Accessible India campaign barrier-free environment to be established in all public buildings whether government or non-government.

Vocational courses for PWDs in India –
India needs massive work and improvement in conducting skill-oriented courses for disabled people. These are the few courses PWDs can opt for:
• Management and Accounting: eg. banking
• Coding and Development: eg. computer science
• Graphic designing, Animation
• Fashion Designing
• Beauty culture
• House-keeping in hotels, guest houses, etc
• Chef
• Digital photography
• Call center job

Role of Companies & Government in Providing Jobs to PWDs
• With a 1.3 billion population and 450 million-plus workforce, the WHO estimates seven crore people with some form of disability, which is staggeringly high compared to 2.68 crore estimation made by the census.
• Given the country’s jobless economic growth and the fact that almost one million people are added to the country’s workforce every month, PWDs are often denied employment opportunities.
• The RPWD Act, however, has contributed to companies ensuring
-3% of their workforce is differently-abled
- Providing assistive technology
- Tailor-made training and support system
- Sustainable model
- Sensitization program for the regular employees
